Leerling van de Akademie voor Industriële Vormgeving te Eindhoven en van de Grafische School te Roermond. Het landschap speelt in het oeuvre van Harr Scheffer een centrale rol; het drukt zijn verbondenheid van de natuurlijke omgeving uit. Treffend is de manier waarop hij stileert, het landschap comprimeert tot een net niet abstract geheel en een compositie maakt van alle elementen om ze samen te voegen tot een beeld, waarbij de kleurkeuze heel bepalend is. De neiging tot abstractie in zijn grafiek, waarbij herkenbaarheid niettemin voorop blijft staan, is kenmerkend voor zijn hele oeuvre.
Signeert ook met pseudoniem 'Hari Ronkenstein'.
