Johannes Hendrikus (Joop) Moesman (Utrecht, January 6, 1909 – Houten, February 3, 1988) was a superintendent and draftsman for the Dutch Railways, surrealist painter, cultural policy critic and calligrapher. Moesman designed the Petronius typeface.

His father, Johannes Anthonius Moesman, was a draftsman, lithographer, lithographer and amateur photographer. The lithograph was located at Neude 7, in Utrecht, the birthplace of Joop Moesman (now the entrance to hostel Stayokay).

Self-taught Moesman found a French magazine in which he discovered images of surrealist painters in Galerie Nord by the surrealist Willem Wagenaar, located in Vinkenburgstraat, a stone's throw from Moesman's birthplace. He became fascinated by this new movement and began to work in a similar style. He became the most important surrealist painter in the Netherlands. Perhaps his most famous work is the painting The Rumor . Moesman's oeuvre received some international recognition in the 1960s through the efforts of Her de Vries, who showed reproductions to the leader of the Surrealists in Paris, André Breton. Breton then decided to show Moesman's work at the International Surrealist Exhibition in Milan. With Dirkje Kuik and Henc van Maarseveen he founded the Utrecht art society De Luis.

Moesman was married to, among others, the portrait painter Erika Visser.
