Charles Theodore Henry Anton Meinrad (1903 Brussels – June 1, 1983 Ostend), simply Prince Charles, was the second son of King Albert I of the Belgians. He received the title of Prince of Belgium and Count of Flanders. On September 20, 1944, Charles became Regent of Belgium because his brother, King Leopold III, was deported to Germany.

As an artist, he used the name Karel Van Vlaanderen.

After the regency, he withdrew from public life and went to live on his estate in Raversijde, near Ostend. There, for the following years, he devoted himself to drawing and painting portraits and landscapes under the name Karel van Vlaanderen. There was discontent regarding this pseudonym in French-speaking circles, as it was believed that members of the royal family ought to have a French name by virtue of their office. However, Karel himself consistently refused this translation, as he wished to keep his status as an artist strictly separate from his family affairs.
