Elsen was a pupil of Edward Dujardin and Polydore Beaufaux at the Academy in Antwerp. Around 1874, he was a paying private pupil of the landscape painter Frans Lamorinière. A close friendship developed with Lamorinière, to such an extent that Elsen took on a large part of his care during Lamorinière's final years (when he was blind). Elsen painted landscapes in a realistic style with motifs found mainly in the vicinity of Antwerp. Later work featured a freer style with a better sense of rendering light. He was a member of the Aquafortistes Anversois group and supplied etchings for the association's albums. Elsen lived at Gerechtstraat 7 (c. 1894) and at Kunstlaan 123 (c. 1907). Edouard de Jans painted his portrait posthumously (1919; now in the Royal Museum of Fine Arts in Antwerp).
