De Rotterdamse schilder Charles Kemper bezocht in zijn woonplaats de academie en kreeg daarna (1947) les van H.F. Boot in Haarlem. Hij schilderde en aquarelleerde de stad, havens, figuren en portretten. Een apart genre daarin vormen zijn interieurs van cafés en kroegen. Vanaf 1951 maakte Kemper met o.a. Kees Franse, Jan Goedhart, Ed van Zanden en later ook Jan Burgerhout deel uit van de Rotterdamse expositiegroep Argus. Zijn belangstelling voor de oprukkende stad, de industriële bedrijvigheid en de teloorgang van het platteland maakten hem bij uitstek geschikt als tekenaar voor de topografische atlas van het Rotterdamse gemeentearchief. Kemper was o.a. lid van Pulchri Studio in Den Haag en van de Vereniging van Haagse Aquarellisten.
